Clones may be identical physically, as I understand the concept. However, these newly formed "future citizens" cannot possibly be identical in other ways...there are too many varibles that change way before the cloned embryos are brought to life. The home environment, the culture in which they are brought up in, the religious concepts, the educational opportunites would be different.
